City of Dreams Manila is committed to fostering the practice of responsible gaming among its patrons. While we do our best to provide an exceptional gaming experience, we are also keen on the reduction and ultimately, the prevention, of gambling problems and its consequences. I. Entry & Age Restrictions Pursuant to Presidential Decree 1869, as amended by Republic Act 9487, persons under 21 years of age or students of any school, college or university in the Philippines are not allowed to play in this gaming establishment.
Pursuant to Malacañang Memorandum Circular No. 8, the following are not allowed to enter, stay and/or play in this gaming establishment:

  1. Government officials and employees connected directly with the operation of the government of any of its agencies; and
  2. Members of the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP).

In accordance with the recent policy pronouncement of President Rodrigo Roa Duterte, immediate relatives (i.e. spouse, children and parents) of government officials are not allowed to play in this gaming establishment.

II. How do you know that you may have a gaming problem? Problem gambling is defined as a destructive gambling behavior that compromises, intrudes and harms an individual’s personal pursuits, family life, and career development.   
A few possible behaviors of a problem gamer:

  • Gambles considerably longer than planned
  • Gambles beyond financial means
  • Blatant disregard for serious consequences
  • Irritability and agitation when not gambling  
  • Utilizes money for household bills, food or other necessities for gambling

III. Two  types of exclusion programs:

  1. Self-exclusion
    • Applicant may request for an exclusion period of 6 months, 1 year or 5 years. After the completion of the period, the order will be lifted automatically.
    • The six-month exclusion period is irrevocable.
    • Extensions may be granted for at least six (6) months.      
  2. Family Exclusion
    • Any one of the following family members may request for exclusion:
      • Spouse
      • Child at least 18 years old
      • Parent
    • The exclusion order will be irrevocable for the first three (3) months. The relative may re-apply for another six (6) months or the order shall be lifted automatically.    

All exclusion orders shall take effect in all PAGCOR operated and regulated gaming facilities. Downloadable forms can be found here.
